The Universal Service Fund (USF) is a program established by the United States Federal Communications Commission (FCC) in 1997 to help ensure that all Americans have access to affordable and quality telecommunications services.
The USF has four programs:
- High-Cost Program: Provides support to ETCs that serve high-cost areas where the cost of providing service is higher than in urban areas.
- Lifeline Program: Provides discounts on monthly telephone or internet service to eligible low-income consumers.
- Schools and Libraries Program (E-Rate): Provides discounts to schools and libraries for telecommunications and internet services.
- Rural Health Care Program: Provides support for telecommunications and internet services used by rural health care providers.
The USF is an important tool for promoting universal access to telecommunications services in the United States, particularly in rural and underserved areas.
